One of the most important instruments to achieve goals and tasks of the “Highways” subordinate program is providing scientific support for switching to innovative way of development. As long as road economy is concerned, scientific approach should guarantee the increase of reliability and lifetime of road constructions, the growth of technical level and the improvement of highway condition, the reduction of road works cost, increase in safety and reduction of negative ecological impact.

The “Scientific and technical support” project is carried out within the framework of the “Highways” subordinate program in accordance with annually approved plans of major research and deelopment works and normative-technical support of the road economy.

The criteria for selection of the plans from the point of view of the road economy requirements are general importance for the field, novelty, prospects and expected technical and economical efficiency of innovations, as well as their conformity with the provisions of interdepartmental and brunch concepts, management directives and normative acts.
